The current council tax system in England categorizes properties into bands A to H, determining the tax amount based on property value. The notion of creating new council tax bands for high-value properties was initially explored by former Conservative Chancellor George Osborne in 2012.

Ruth Curtice from the Resolution Foundation think-tank suggested the possibility of implementing a high-value property council tax to target wealth accumulation.
