The man charged with the fatal stabbing of Ukrainian refugee Iryna Zarutska has spoken out from prison in a disturbing phone call recorded by his sister.

Decarlos Brown, aged 34, was caught on surveillance footage launching an unprovoked attack on Zarutska, 23, as she was seated on a train journey through Charlotte on August 22, according to reports. The shocking video has sparked grief and concern over public safety in the city.

In a conversation with his sister Tracey Brown six days after his arrest, Brown, who suffers from schizophrenia, revealed that he believed the government had implanted foreign “materials” in his brain, controlling his actions during the assault on Zarutska.

During the call, Brown admitted to harming his hand while stabbing the victim, expressing confusion about the incident and questioning why someone would attack another person without reason.

His sister disclosed that Brown had struggled with his mental health for years, attempting to seek help multiple times but being discharged from hospitals after brief periods. She blamed the system for failing to provide adequate support for him.

Brown had made several calls to 911, claiming his brain was being controlled by a microchip. Despite his pleas for help, he was charged with “misuse of the 911 system” during a recent incident.

His sister also revealed a history of violent behavior, including an assault on her following his release from prison in 2022. She withdrew charges against him, feeling empathy for his struggles and regretting not recognizing the seriousness of his mental health issues sooner.

The family has faced challenges due to their upbringing in foster care, with Brown’s mental state deteriorating over time. Despite efforts to support him, the tragic outcome has left them grappling with the consequences of untreated mental illness.
