“11-Year-Old Girl Dies from Starvation and Abuse”

An 11-year-old girl passed away after being deprived of food for a period of two weeks and being restrained with zip ties. Jacqueline “Mimi” Torres-Garcia’s body was discovered in Connecticut, revealing signs of frequent restraint with zip ties, according to authorities. The disturbing circumstances surrounding her demise were unveiled following the release of arrest and search warrants, which outlined severe abuse and an alleged cover-up.

Shortly after Jacqueline’s death, another child impersonated her during a video call with the state child welfare agency, as per court records. The official cause of her death was confirmed by the chief medical examiner’s office as “fatal child abuse with starvation.”

“No child should have to endure such pain,” stated Paul Melanson, public safety director in Farmington, expressing the emotional impact on investigators due to the girl’s tragic death. Jacqueline’s mother, Karla Garcia, along with two others implicated in the case, appeared in Torrington Superior Court and faced charges including murder and cruelty to a child.

The defendants’ court appearances were adjourned to December, and all three individuals, currently in custody, refrained from directly addressing the charges against them. Ioannis Kaloidis, the lawyer for Jackelyn Garcia, commented on the severity of the allegations while emphasizing that his client’s level of responsibility is yet to be determined.

Jacqueline’s body was found in a plastic bin in New Britain, approximately 12 miles from Hartford, with indications suggesting she had passed away over a year before her discovery in September 2024. According to police reports, Karla Garcia confessed to withholding food from her daughter in the weeks leading up to her demise, alongside Nanita and Jackelyn Garcia subjecting her to mistreatment, including using zip ties as restraints.

Allegedly, Nanita disposed of the bin containing Jacqueline’s remains at an abandoned residence last month. Karla Garcia reportedly justified her actions by claiming her daughter was disobedient and lacked respect. Initially, she suggested that Jacqueline’s death resulted from an altercation where Nanita allegedly harmed the child, but later admitted to neglect and abuse upon learning that the post mortem revealed no physical injuries.

Authorities asserted that Karla Garcia kept her daughter’s remains in her possession and transported them to New Britain earlier this year after relocating. Jacqueline had been withdrawn from school by her mother in 2024, with false claims made to officials about her whereabouts.

In January of this year, concerns arose regarding possible mistreatment of Jacqueline’s sister in the Garcia household, prompting the Department of Children and Families to intervene. Following a video call, officials conversed with a girl believed to be Jacqueline but later discovered it was a different child, potentially a friend’s daughter.

State lawmakers are now scrutinizing the department’s handling of the family’s case, questioning the safety of the children involved. Moreover, there are growing calls for increased monitoring requirements under the state’s homeschooling laws to prevent similar tragedies. Earlier this year, the Department of Children and Families faced criticism over its oversight, following a case where a man rescued from a house fire in Waterbury disclosed being held captive for two decades after being removed from public school for homeschooling.
