Meta Platforms CEO Mark Zuckerberg has advocated for reduced U.S. restrictions on open-source AI to enhance competition with Chinese counterparts. The company unveiled a smaller and more customizable AI model, Muse Glimmer, designed for running tasks on personal computers with a single graphics card. Zuckerberg hinted at the imminent release of larger models in a video post accompanying a published essay.
The push for open-weight AI has gained momentum as businesses seek cost-effective AI solutions and address security concerns related to models from Anthropic, OpenAI, and Meta. Open-weight models offer customizable core components, enabling users to tailor them for specific needs, in contrast to closed models that remain under company control.
Chinese startups have taken the lead in developing open-weight models like Kimi K3, Qwen3.8-Max, and V4-Flash, competing with established U.S. systems. Meta’s stock, which has experienced a 10% decline this year, saw a 3% increase in premarket trading following the AI model announcement.
Meta plans to release Muse Spark 1.2, its most advanced AI model, to re-enter the AI race after setbacks with previous models. Zuckerberg also announced a $1 billion fund to address concerns about the company’s data-center expansion impact on communities and infrastructure challenges in the U.S.
To strengthen the U.S. position in open-weight AI, Zuckerberg emphasized the need for policy revisions regarding data use and distillation. Meta aims to establish a governance structure for independent directors to approve model releases’ safety criteria. The U.S. administration’s decision not to subject open-weight AI models to safety tests was also highlighted in recent discussions.
