Another Sikh Canadian activist has recently received a “duty to warn” notification, raising concerns about the effectiveness of the Carney government’s efforts to address Indian government foreign interference and transnational repression.
Inderjeet Singh Gosal disclosed that he was handed the letter on August 14 after being contacted by the RCMP in Caledon, Ontario. These letters are typically issued by law enforcement when there is credible intelligence suggesting a threat to an individual’s life, without providing specific details about the threat.
Gosal confirmed that the RCMP informed him of a threat to his life and insisted on meeting him promptly to deliver the warning in writing. He declined an offer to join a witness protection program, reiterating his commitment to advocating for the Khalistan referendum despite the risks.
Following the assassination of Hardeep Singh Nijjar in British Columbia in June 2023, Gosal was appointed to lead the Canadian referendum campaign by Gurpatwant Singh Pannun. This latest warning marks Gosal’s sixth official police advisory.
These notifications are part of a series issued by Canadian authorities since the Carney government initiated discussions with the Narendra Modi administration. Tensions between Canada and India escalated after Nijjar’s assassination, with allegations from the Trudeau government suggesting Indian involvement in targeting the Khalistani movement abroad.
Despite efforts to mend relations and focus on economic ties with India, duty to warn letters persist. The recent letter to Gosal did not directly implicate the Indian government but stated that a threat had been identified without providing further details.
Canada has faced scrutiny from UN rapporteurs regarding its handling of threats to Sikh-origin citizens, particularly in the case of Moninder Singh from British Columbia. While Canada reassured the rapporteurs of its commitment to protecting its citizens, individuals like Gosal remain wary, viewing the ongoing issuance of warning letters as evidence of continued threats.
Gosal commended the RCMP for fulfilling their obligation to inform him of the threats but criticized the Carney government for prioritizing business and diplomatic relations with India despite the persistent risks faced by Sikh activists in Canada.
Gosal remains resolute in his advocacy for the Khalistan cause, emphasizing the importance of democratic processes and vowing to continue his efforts despite the challenges posed by transnational repression.
